Moldova formulates rules for the development of solar parks and land use

Recently, with the support of the German government, the Moldovan Ministry of Energy has developed a set of methods for selecting, installing, and dismantling solar power plants. This method is applicable to both grid connected and off grid photovoltaic power plants.

According to the document, solar power parks can be built in the following areas:


  1. Degradation or non productive agricultural land, or land that permanently ceases agricultural use;
  2. Industrial or commercial areas, or on existing technology platforms;
  3. Roofs and terraces of residential, industrial, commercial, or public buildings;
  4. On the water surface or artificial pool (floating photovoltaic system);
  5. Infrastructure areas (parking lots, logistics centers, technology spaces);
  6. Land used for comprehensive activities such as agricultural and photovoltaic complementarity.


It is prohibited to install in nature reserves, forest areas where unauthorized deforestation occurs, areas prone to floods, landslides, or major seismic activities, and areas subject to special safety regulations.

This method requires the complete dismantling of equipment within a maximum of nine months after shutdown, including the removal of foundations, underground cables, and restoration of the site's original appearance. It also suggests installing meteorological stations for predicting power generation, monitoring climate conditions, and optimizing energy efficiency. The introduction of photovoltaic power generation prediction algorithms will help to effectively integrate renewable energy into the grid and facilitate the development of maintenance plans.
